On February 1, 2022, the Biden Administration released the first edition of its Bipartisan Infrastructure Bill (BIL) Guidebook to help eligible entities identify funding opportunities in the BIL for which they are eligible to apply. The Guidebook provides a brief description of each program for which federal funding is available, and lists the agency responsible for implementing the program and key dates. Additionally, the White House has created a one-stop-shop website where it will update key dates and the timelines for program implementation so that eligible entities know when applications are due and for which department or agency website the application is located.
President Biden signed the BIL into law on November 15, 2021. The BIL contains $1.2 trillion in funding for transportation, energy, and water infrastructure, and establishes multiple grant and research and development programs. Municipally-owned utilities, electric cooperatives, electricity providers, states, local governments, and Indian Tribes are eligible for multiple funding opportunities and grant programs from multiple federal departments and agencies. These opportunities and programs provide for federal investment in a wide-range of projects and activities, such as: smart grid technology; decarbonization programs; energy efficiency programs; electric vehicle charging infrastructure; hardening and enhancing the resilience of electric grid infrastructure; protecting against and responding to cybersecurity threats; improving the efficiency of hydroelectric facilities; and construction of middle mile broadband infrastructure.
