Experience

Mr. Rudebusch joined Duncan, Weinberg, Genzer & Pembroke, P.C., in June 1987. He was elected to be a shareholder in April 1991. Mr. Rudebusch has focused his practice on energy, public utility, and antitrust activities, in particular, electric bulk power supply, ratemaking, utility mergers, hydro relicensing, market compliance issues and electric industry restructuring. Mr. Rudebusch has made numerous appearances in litigation before the Federal Energy Regulatory Commission and other agencies. He has briefed and argued before the United States Court of Appeals for the District of Columbia Circuit and the Fifth Circuit. Mr. Rudebusch served on the stakeholder Transition Team that established the New York Independent System Operator. Since 1999, he has represented municipally- and cooperatively-owned utilities on the Management Committee and Business Issues Committee of the NYISO.

Prior to joining the Firm, Mr. Rudebusch was employed as an attorney-advisor with the Office of Administrative Law Judges, Federal Energy Regulatory Commission. As a law clerk to ALJ's Daniel M. Head and Thomas L. Howe, Mr. Rudebusch participated in decisions involving electrical utility ratemaking, natural gas pipeline marketing and ratemaking, and oil pipeline ratemaking methodologies, among other issues.
