On February 29, 2024, President Joe Biden announced his intent to nominate three individuals to serve as Commissioners of the Federal Energy Regulatory Commission (“FERC”). The three nominees are:
Judy W. Chang, former Undersecretary of Energy and Climate Solutions for Massachusetts.
David Rosner, energy industry analyst for FERC, currently on detail to the U.S. Senate Energy and Natural Resources Committee Democratic staff.
Lindsay S. See, Solicitor General of West Virginia.
FERC is comprised of five Commissioners including one Chair. By statute, no more than three members of FERC may be from the same political party. Judy Chang and David Rosner are Democratic Party nominees. Lindsay See is a Republican Party nominee recommended by Senate Minority Leader Mitch McConnell. Nominees to FERC must be confirmed by the U.S. Senate.
