DWGP is proud to announce that Lauren Perkins, Sylwia Dakowicz, Ellen Hill, Peter C. Kissel, and Sean Neal contributed an article to the San Diego Journal of Climate & Energy Law, titled: Hydropower’s Promise: The Opportunities and Challenges of Hydropower for Mitigating Climate- Driven Scarcity, 13 San Diego J. Climate & Energy L. (2022). While acknowledging obstacles that include the impact of prolonged drought on hydroelectric projects' operations particularly in the West, the article examines hydroelectric capacity's vital importance nationwide in a context of retiring resources and more frequent extreme weather events. The article discusses the reliability, economic, and environmental benefits hydroelectric projects offer to a system comprised increasingly of variable resources that create challenges and uncertainty for electric grid operators. While addressing the challenges hydroelectric resources themselves confront, the article discusses regulatory, market-based, and technological tools that have been employed to overcome these challenges.
