On October 18, 2021, Sean Neal presented on the legal opportunities and challenges surrounding community choice aggregation at the American Public Power Association (APPA) Legal & Regulatory Conference held in Savannah, Georgia on October 17-20, 2021. He outlined the rapid growth of community choice aggregations (CCAs) nationwide, from New Hampshire to California. After describing the similarities and differences between the CCA model and the public power model, he described the jurisdictional fault lines that have arisen between CCAs and regulators, as well as explained several of the flash points between CCAs and investor-owned utilities.
