The CPUC Executive Director granted PG&E’s request to extend the deadline to file its Phase II General Rate Case (on rate design) from March 31, 2016 to June 30, 2016, except that the extension shall also apply to its fixed rate methodology (no link provided).

Trans Bay Cable LLC submitted an application requesting that the Commission exempt Trans Bay from several securities regulations in connection with a planned refinancing of debt. The projected comment date is 4/21.

Resolution E-4770; Procurement from Forest Fuelstock Bioenergy Facilities; Published Date: 3/17/16.
A Resolution orders PG&E, SCE and SDG&E to each hold a solicitation for contracts with facilities that can use biofuel from high hazard zones, using the Renewable Auction Mechanism procurement process, and allows PG&E and SDG&E to enter into bilateral contracts during their 2015 Renewables Portfolio Standard solicitation cycles.

SDG&E filed its Phase 2 General Rate Case for 2016, focusing on electric marginal costs, marginal cost revenue responsibility, revenue allocation and rate design.  The projected comment date is 3/10.

A Proposed Decision would adopt budgets for the three major IOUs to implement real-time and ancillary services during the initial implementation step of third-party demand response direct participation, specifically, the reprogramming of customer meters from 60-minute intervals to 15-minute intervals.  The comment date is 3/1.

CALIFORNIA ENERGY COMMISSION

Renewable Energy Transmission Initiative (“RETI”) 2.0 Workshops, Docket No. 15-RETI-02.
Staff of the CEC, CPUC and/or CAISO will hold workshops as part of the RETI 2.0 process. On 1/22, the Environmental and Land Use Technical Group will hold a workshop at 9:30 a.m., and the Transmission Technical Input Group will hold a workshop on the same day at 1:00 p.m. Written comments are due 2/5.
The Plenary Group will hold a meeting on 1/29 to investigate and discuss planning goals, including quantitative estimates of future energy needs, with written comments due 2/12.

SB 350 Implementation, Docket Nos. 16-OIR-01, et al.
The CEC gave direction that it will direct proceedings to guide implementation of SB 350 and AB 802, including guidelines for POUs to develop integrated resource plans. The proposed OIR can be found at:

The CEC posted a Project Summary Report prepared for it investigating the regulatory, technical, and economic challenges to increasing local, renewable energy in California.

Application of PacifiCorp to Construct the Lassen Substation Project; Proceeding No. A1511005; Filed Date: 11/2/15
PacifiCorp requests the Commission issue a Permit to Construct (“PTC”) the Lassen Substation to replace the existing Mt. Shasta Substation.
