DWGP is pleased to announce that Keith Gordon, Peter Scanlon, and Nina Wu will be presenting at this year’s APPA Legal and Regulatory Conference on Sunday, October 12, 2025, from 1:30 PM to 5:00 PM. The session, titled "Utility Contracts for Resource Acquisition and Management," will explore key legal and contractual considerations in public power and energy projects. During the presentation they will cover topics around Power Purchase Agreements (PPAs), Engineering, Procurement, and Construction (EPC), and Operation and Maintenance (O&M) contracts in power and energy projects. The session will focus on recognizing Utility, PPA, EPC, and O&M contract provisions that are associated with the greatest allocation of risks among the project participants and how to navigate those potential risks. In addition, the presentation will address the most common problem areas and claims in public power projects, how to anticipate them, and techniques for avoiding them. Lastly, explain how to plan accordingly for future changes in law, policy, and ownership in current contract provisions. This session promises to be a valuable resource for legal professionals, utility managers, and others involved in structuring and managing complex energy contracts.
In addition, Sean Neal will be presenting in the session titled “Navigating State Environmental Rules” held on Tuesday, October 14, 2025, from 2:45 PM – 3:45 PM. The session covers how states are responding to the current Federal Administration’s legal, legislative, and regulatory actions in the environmental space. The focus of his presentation is a Blue State’s Perspective.
