CALIFORNIA PUBLIC UTILITIES COMMISSION

Investigation re: San Bruno Explosion and Fire on September 9, 2010; Proceeding No. I1201007; Issuance Date: 3/13/15.

The Commission adopted penalties to be imposed on PG&E arising from: (1) the September 9, 2010 San Bruno explosion and fire; (2) PG&E’s recordkeeping practices for its gas transmission pipeline system; and (3) PG&E’s failure to maintain the proper class designation for pipelines in areas of higher population density. The Commission imposes a fine and other penalties and remedies totaling $1.6 billion.

Rules for the California Solar Initiative, the Self-Generation Incentive Program and Other Distributed Generation Issues; Proceeding No. R1211005; Publication Date: April 6, 2015.

A Proposed Decision would grant the petition of the Self-Generation Incentive Program (“SGIP”) program administrators to increase the number of six-month extensions from two to three for SGIP projects at commercial or government host customer sites to submit complete incentive claim forms after receipt of a conditional reservation letter. This decision also allow projects located at all host customer sites, including residential, to seek a third six-month extension.

 SDG&E 2010 Energy Resource Recovery Account (“ERRA”); Proceeding No. A1106003; Filed Date: April 2, 2015.

A Proposed Decision would address the sole outstanding issue in this proceeding by establishing the methodology that SDG&E must follow in future ERRA Compliance proceedings in order to make a showing that quantifies the degree to which it achieved or did not achieve least-cost dispatch of its portfolio.

Application of SCE re: Procurement-Related and Other Operations; Proceeding No. A1504002; Filed Date: April 1, 2015.

SCE submitted an ERRA compliance filing for the period January 1 through December 31, 2014, seeking findings, inter alia, that SCE’s fuel and purchased power expenses complied with SCE’s Commission-approved procurement plan and were recorded accurately. SCE also proposes to return to customers $103.500 million from the Demand Response Program Balancing Account. Comments are due 5/1.

Application of PG&E to Sell the Merced Falls Hydroelectric Project to Merced Irrigation District; Proceeding No. A1504003; Filed Date: April 1, 2015.

PG&E requests authorization to sell the Merced Falls Hydroelectric Project to the Merced Irrigation District, and requests approval of related ratemaking treatment and the Conservation Easement conveying a permanent conservation easement to the Sierra Foothill Conservancy. Comments are due 5/1.

Application of PacifiCorp to Recover Costs in Catastrophic Event Memorandum Account; Proceeding No. A1503012; Filed Date: March 27, 2015.

PacifiCorp submitted an application to recover certain costs recorded in its Catastrophic Event Memorandum Account, which costs include incremental expenses and capital-related costs incurred for implementing drought-related fire hazard mitigation measures and responding to two fires that occurred in PacifiCorp’s California service territory in 2014. Comments are due 4/27.

Order Instituting Rulemaking on Refinements to the Energy Storage Procurement Framework and Design Program; Proceeding No. R1503011; Publication Date: March 26, 2015.

The CPUC opened a rulemaking to continue to refine policies and program details for the Energy Storage Procurement Framework and Program, and consider recommendations included in the California Energy Storage Roadmap. Comments may be due as early as 4/27, but based on the issuance date, the comment date may be 5/2.

Application of SCE for a Permit to Construct Mesa 500 kV Substation Project; Proceeding No. A1503003; Filed Date: March 13, 2015.

SCE submitted an Application for a permit to construct the Mesa 500 kV Substation Project in the City of Monterey Park.

Application of CEC for Approval of Electric Program Investment Charge Proposed 2015 through 2017 Triennial Investment Plan; Proceeding Nos. A1405003, et al.; Filed Date: 3/10/15.
A Proposed Decision would modify the Administrators’ (the three IOUs and the CEC’s) investment plans under the Electric Program Investment Charge program.
CALIFORNIA ENERGY COMMISSION

Governor Brown's Drought Response Plan (Executive Order B-29-15).

The CEC outlined its responsibilities for carrying out part of Governor Brown’s drought response plan, including: 1) jointly with the Department of Water Resources and the State Water Resources Control Board, implement a time-limited statewide appliance rebate program for the replacement of inefficient household devices; 2) jointly with other agencies, implement a Water Energy Technology program to deploy innovative water management technologies; 3) adopt emergency regulations establishing standards that improve the efficiency of water appliances for sale and installation in new and existing buildings; and 4) expedite the processing of applications or petitions for amendments to power plant certifications for the purpose of securing alternate water supply necessary for continued power plant operation.

Public Interest Energy Research 2014 Annual Report.

The CEC posted its Public Interest Energy Research (“PIER”) 2014 annual report, describing PIER electric funding and accomplishments in 2014, including activities and research projects funded from January 1, 2014 through December 31, 2014, ratepayer benefits, and program updates and initiatives.

California, Netherlands Agreement to Collaborate on Innovative Transportation Energy Projects.

The CEC and the Province of Noord-Holland of the Netherlands signed an agreement to exchange information and collaborate on innovative transportation energy projects that further their respective 2050 greenhouse gas reduction and clean energy goals (e.g., models for electric vehicle charging infrastructure, such as SolaRoad, a Netherlands project that will convert sunlight on roads into electricity).

California Cap-and-Trade Program and Québec Cap-and-Trade System Joint Auction of Greenhouse Gas Allowances on May 21, 2015.

The CEC posted the Auction Notice for the California Cap-and-Trade Program and Québec Cap-and-Trade System Joint Auction of Greenhouse Gas Allowances on May 21, 2015. This May 2015 Joint Auction #3 will offer years 2013 and 2015 vintage allowances in the Current Auction and year 2018 future vintage allowances in the Advance Auction.
